I bet it was a boomer (or older) that wrote it. I was confused by the apostrophe until I went to college, that’s how confused people around me were by them. I was surrounded by adults and even publications that apparently had positively no clue what they were for beyond contractions.
My parents, my wife’s parents, my wife’s grandfather, and a number of my older coworkers still have no clue how to use them.

For the amount of flack my generation used to receive over “Txt tlk” I’ve sure seen a lot of baby boomers and the like who hop on a keyboard and don’t have a clue about proper punctuation, capitalization, and spelling. I think it’s made all the more surprising to me since my grandmother was a university English professor, and doesn’t really have those issues.

I don’t know why our text shorthand was considered so offensive, considering my mother (a baby boomer) was adamant that I learn a written shorthand system when I was in grade school.
On the positive side, they can change. I’ve watched many grow considerably in their skills by using the Internet and texting with us. There are plenty that are hard-headed and will never learn, but most of these don’t bother to get on the Internet and act high-and-mighty anymore. Well, except in the comment sections of some dead tree publications.
